You are correct. In the naming practices, one could be named for a deceased
mother, the mother of the head of household or spouse, for a grandmother,
etc. The Archives are filled with these stories and explanations.

For this inquiry, I indicated perhaps she had died, as she was not living in
the household in the USA. Of course, she could have remained in Norway, as
she would have been 20, or she could have emigrated and had married in the
USA. Thank you for correcting my perhaps to include other options. But,
she is not the sister to the Peter in question.
