This is from a handout I picked up when at the library in Albany last month.

YOUR NEW YORK STATE LIBRARY

Established in 1818, the New York State Library is a leader in the use
of technology to provide information services. Library resources
include over 1,000 databases, electronic reference tools, the Internet,
and Geographic Information Service (GIS) technology. Its collection of
over 19 million items includes the most recent information as was a
materials that form the historical and cultural record of the State.

The New York State Library serves the government, people and libraries
of New York in the context of a networked environment -- fully using
technology to enhance statewide access to information. It serves as a
resource and referral center in the New York State Interlibrary Loan
Network and operates a regional Talking Book and Braille Library for
eligible individuals.

Major strengths exist in subject areas of law, medicine, social
sciences, education, history, science, technology and business.
Collections in these areas -- including specialized holdings of
government documents, legal information, industry standards, consumer
health information, patents and trademarks, newspapers, maps and
historical material about New York State -- are all resources for the
State's citizens. A full depository for Federal and New York State
documents, the Library coordinates a statewide program to distribute New
York State documents to a network of libraries serving citizens
throughout New York State.

From the Web site, you can visit the Library home page, the New York
State Government Information Locator System (ILS), the Library FTP site,
and the New York State Government Information Locator System (ILS) Web
site. The Web site provides information about the collections, New York
State and Federal documents, access to the New York State Legislative
Intent Tutorial, and other Internet resources.

The Government Information Locator System (ILS) is an online directory
that identifies information sources. A joint project of the New York
State Library and the New York State Archives and Records
Administration, the ILS uses the Internet to help citizens find
information about State government and gain access to electronic
publications, databases, documents and records produced by New York
State agencies, the State Legislature and the State Judicial system.

My notes: I spoke to a librarian who related you can use the
interlibrary loan program from any library in the United States.
