Subject: census notation question

Listers, on the 1910 US census for Manhattan, under the 'Citizenship' column, there is a notation listed as 'Pa'. The census taker used AL for alien and NA for naturalized, the only two options listed for that column. What do you suppose Pa meant? Could it be 'permanent alien'? I've tried 'google' and various immigration FAQs with no luck, so I'm turning to you. Thanks. Terry in Michigan
