There is a Naval Junior Reserve Officer Training Corps (NJROTC) for high
schools but it wasn't established until the 1960s.

The Sea Scouts, part of the Boy Scouts, were established in 1912, perhaps
that's what he belonged to. See:

Subject: Junior Naval Militia/Junior Naval Reserves

Fellow Researchers,

My father remembers his older cousin belonging to some type of naval
organization in the time period 1935-1940. This young man would have been a
teenager at this time (having been born in 1924) so would not have been
active military. However, my father recalls him wearing a naval type
uniform and carrying an enfield rifle to parade with. Doing a search of the
New York Times archives online and using the google search engine has turned
up very little information. I wonder if anyone has knowledge of or possibly
participated in an organization such as the Junior Naval Militia or the
Junior Naval Reserves or anything similar and can enlighten me about these
organizations. Thanks in advance.
