That's great - I am/was not trying to imply that all cities/counties were
not complying with the "law" but were just giving my side of what I was told
by a supervisor at the DOH in Harrisburg. I have found and received
certificates as well. I was just saying that there was a time period (early
20th century) when not all counties and cities complied. More exactly - it
was up to the authority in charge to forward the data on the deceased to the
DOH and if they didn't - there did not seem to be a system in effect to make
sure every death was officially recorded.
