I can't speak to Albany being a port of entry. However, Hudson, downriver a
few miles, was made a port of entry in 1790.

I recently heard that Albany may have served as a port of entry for
immigrants from Europe - I was unaware that inland cities had served in
that capacity. Is there any basis to this?
