I found the word herewith on a declaration of our Frederick Emerick in Albany and I was told the same thing that it was because he declared and got citizenship the same day. This happened for a few reasons two of which were, if you served in the military you could become a citizen without waiting the five years by virtue of your service to the country.
And also if you were a minor when your father got citizenship for himself, as soon as you turned 18 you just went down and declared yourself a citizen.
This is still true. I became a US citizen in 1997, my two children were minors and each became citizens at 18 by declaration and even though that was in 99 and 2000 their citizenship was backdated to the day I got mine in 97.
I hope I did not add to the confusion.
