There is a number stamped on every page of the 1900 census, I assume when it was
microfilmed. It's similar to the ones you see on the earlier censuses, but hasn't been
used for indexing 1900 before now.

In any case, the CD ignores the standard ED and sheet number and used this stamped
number. I checked out a few of my own and it was indeed accurate.
