The marriages in the IGG marriage database were copied from the indexes to marriage certificates issued by the Department of Health. It's possible that your grandparents registered their marriages with the City Clerk rather than with the Department of Health. From 1908-1937, couples could register their marriages with the Department of Health or the City Clerk or both.
City Clerk marriage records are not in the IGG database. The Municipal Archives has City Clerk licenses on microfilm through 1929 and indexes to City Clerk marriage licenses through 1951. Marriage licenses after 1929 are only available through the City Clerk's Office. See http://nycmarriagebureau.com/about/recordroom.html. Marriage licenses issued by the City Clerk fifty or more years ago can be obtained by anyone. There are three parts to the marriage record: the application (affidavit for license to marry) filed before the wedding, the marriage license filed after the wedding, and the marriage certificate.

couldn't locate were for Catholic marriages or whether Catholic marriages
are not included on this site for some reason.
