Hello Everyone,,,,
Thought I would forward this answer I got from the NYC Health Dept. when I
e-mailed them to ask why the records to stillborn babies was sealed to anyone
except the mother or by an order from the NYS Supreme Court.
Guess this was passed to protect mothers who had abortions. E-mailed him back
to ask if the records of the stillborn I was seeking from 96 years ago was
also in the time frame of this law...we shall see......

NYS passed a law in 1986 or 1987 stating only the mother of the fetus
can obtain the record with a notarized release or a NYS Supreme Court
Order is required. This was passed to protect the confidentiality
of the mother.
Thank You.
