I checked the Social Security Death Index (Family Tree Maker CD, 1937-1993)
and could not find any COOK, William or W., that died in NOV 1951.

Have you tried to obtain a death certificate (NYC Division of Vital Records)?
You could check the 1900 census, if he was in the US (would give Month and
Place of birth).
Investigate Brooklyn Daily Eagle (not sure of specific name in 1951); with
an approximate date of death,
the Brooklyn Public Library might be willing to search for an obit.
