I haven't spent all that much time at the NYMA so have no judgement
as to whether the folks there are using the phones for excessive personal
calls, but this is one office where you can get to speak to a live person
without jumping through hoops. A lot of other city offices give you _only_
a recorded message, or the lines are always busy, or you've got to go through
a lot of push buttons to finally get to an operator who knows nothing other
than how to transfer your call to a line that never answers.

If anyone has good evidence that these folks are spending excessive time on
the
phones for personal calls as opposed to fielding questions from the public,
I'm
sure Kenneth Cobb, the Director, would appreciate hearing about it - he's had
to fight to keep his staff in the face of budget cuts from the Mayor's office.
