Everyone was enumerated in 1890, but there's no name index - you've got to
have a street address, from a City Directory perhaps, in order to find the
individual or family. Yes, the LDS has this on microfilm, however about
10 percent of the original census books have been lost and therefore not
on the microfilms.

Lest you be confused about the _1880_ (not 1890) census: Everyone
was enumerated in that census, regardless of the ages of the children.
It's just that the 1880 _Soundex index_ includes only families with a
child age 10 or younger. If you can locate a family with older (or no)
children, or a single individual, by address, you'll find them listed
in the actual census pages.
