There is no *surname* index to the 1910 census, but there are cross indexes on microfiche to the separate New York City boroughs.

If your friend went to the National Archives he should have found this set of fiche
Cross Index to Selected City Streets and Enumeration Districts, 1910 Census NARA Publication M1283. "These 50 microfiche cards contain an index to 39 large American cities in the 1910 census. A researcher who knows the subject's address will be able to use the 'Cross Index' to find the ED number."

Ny local NARA (New England Regional, Watham, MA) made a hard-copy of the above.

The LDS has two sets of Street address to ED indexes for 1910
- For Queens: 5 fiche. (FHC# 6104151)
- For the other boroughs of New York City, see FHL #6331480 and #6331481 (50 fiche set as described above, covering many large US cities).
