Hi Patricia,
Not all the census records were taken on June 1. You have to look at a
variety of census records before you can guesstimate the year of birth.
In your case, if the person had a birth date in the first half of the year
they were born in 1898. If their birthday was AFTER June 1, they would be
turning 13 that calendar year, thus born in 1897.
