In the Rochester Central Library it's in the new building on the
southeast corner of South Ave. and Broad St. The index is on the first
floor in the middle of the south side.

The index is also at the Rochester and Syracuse libraries. Don't have
details about Rochester handy, but for Syracuse: Onondaga County Public
