Although villages are located within a town (in some cases more than one
town) in New York, they are separate governmental entities with their own
officials, services, and records. It is somewhat analogous to the
relationship of cities to counties in most states. Which records are kept
at the town level vs. the village level is determined by their charters and
state law.

I believe that the $11 fee is set by the state government.

I recently requested several vital records for 1900 to 1910 from Theresa C.
Valada, Registrar, Town of Walton. After getting everything notarized and
sending $11.00/ request, she informed me that the Town of Walton had none of
the records in their files.

She went on to suggest that I could try the "Village Clerk" to see if they
had any of the records. Can anyone tell me the difference between the
"Registrar for the Town of Walton" and the "Village Clerk" and if the
"Village Clerk" would be likely to have records from 1900-1910? Also, does
anyone know if the $11.00 fee applies?

Seems bureaucracy can be found even in a small town.
