Mystery man. Who was he?

I find him first 1820 census at Colchester, Delaware County. He's always amid
my Cook family. I can't find out a thing about him. He may be related to
Hezekiah Pelton but not that I've found.

I think Thomas had at least two sons enumerated at Colchester, Milton born
about 1821 and William H b abt 1830 - still living among Cook (and Sprague)
families. He'd have been born 1790s.

1840 U.S. Census New York Delaware Colchester
Cook inlaws Francisco, Barnhart, Cole, Gillet have moved in close - but no
Peltons found until the young men, married, on 1850. The Thomas Peltons indexed
(none look likely to me):

Thomas Pelton Anson, Somerset, Maine 1840
Thomas Pelton District 17, Edgecombe, North Carolina 1840
