There is a Charles and Sarah Russell in Hamden in 1880. Their children are: James, Marcia, jennie, Katie, and Josephine. Jennie is 11, so she must be born after the June 7th and 8th, the days this page of the census was take in order to be 12 that year.

As far as birth records, they weren't required until 1880. Maybe you can find a baptism record via http://www.dcnyhistory.org/index2.html.
Look in Lansingville.

I believe it is the 1900 census where birth month and year were asked.
