As you noted the Willis Line had to do with the dispute over the southern boundary of the Beekman and Rombout Patents. After years of litigation the heirs of Philips, the Rombout interests and Beekmans agreed on a line, and land south of which was to be Philips' land. I am quite sure the man who did the survey was Willis. The History of Putnam County is most likely the source for more info. I don't have my copy handy or I would check it out. After the Revolution the land of Philips was confiscated and sold off and when Putnam County was formed in 1812 the original patent line was restored.
