The government did pay for markers, but I believe they had to be applied
for. Here in Wayne County PA the GAR made an effort to publicize the
availability of the markers and helped with the ordering.

for him too. One of the genealogy talks I went too mentioned that many of
the soldiers died but the bodies were never returned to the family. This is
not much help but if you read about Andersonville it might help you to
understand the conditions of the encampment.
