No, because drafting soldiers is a federal responsibility, not a county
responsibility. The county clerk's job is to validate certain
transactions (like the sale of property in Erie County) and to store
certain records created by Erie county government. Records created by the
federal government eventually become the property of the National
Archives, which occasionally microfilms some of them (like censuses) for
loan or purchase. Thus the 20,000 rolls of draft records on film.
As for *acquiring* records of interest to those researching Buffalo
ancestors, that is the job of the LDS and the library and historical
society, not the Clerk's office. I suspect that those 20,000 rolls of
draft records are arranged chronologically or alphabetically, not
geographically, making it impossible for any local institution to acquire
films of only their city's draftees. But I could be wrong. :)
The closest thing to military records in the County Clerk's office are
some military discharges that were filed in Erie County.
But you can check for yourself:

Hope this helps!
