I don't have 1900 city directory, but checked 1899 and 1901 for both names - your query wasn't clear on who was to be checked - Cath Higgins or Cath mead or John M. Mead, so I checked all.

1899 Lain & Healy, no John M. Mead listed, but there are several John Meads & Meades. Catherine, widow, h. 567 Baltic.

1901 Upington, No John M. Mead, but there is John M. Meade, clerk, h.297 Lexington ave.; Cath Higgins, wid John, h.571 Baltic; Cath Higgins, widow John, h.268 Woodbine.

You can probably check out the 1900 census - it is soundexed.
