In 1884 Brooklyn occupied only a part of Kings County. There were independent towns in the county that were not part of the City of Brooklyn. These towns were Flatbush, Flatlands, Gravesend, New Lots and New Utrecht. The Municipal Archives has the birth records for these towns from approximately 1880 until the towns were absorbed by the City of Brooklyn (New Lots in 1886; other towns in mid-1890s).
Perhaps you need to search for a birth in the town records, and not in the City of Brooklyn records.
