Try this the next time you write to the DOH. Have your father write the letter, include your grandfather's death certificate and your father's ID and for the reason you need it try something along these lines:
"I need to find out my mother's maiden name to find living relatives. I am in need of some urgent "health and medical" information.
Afterall, we are all into genealogy for medical reasons, right? Just don't tell them it's mental problems.
