There is a 124 Fulton Street in both Brooklyn and Manhattan.

I think it is slightly more likely that he lived in Brooklyn since the Manhattan address is in a business district which has been active for many years.

Both are were close proximity to docks, so that is really not much help.

The Fulton Fish Market was on South Street, roughly centered at Fulton Street in Manhattan.
