What I would do first is send an email to NARA on Varick Street in NY asking them to search for any petitions/declarations they might have for your target. Supply them with as much information as you have. If they can't find anything, there is no charge, and they can give you information on where to go next. You could also try to get the Kings County Courthouse to search for the papers, which I believe they may still have.

Don't be surprised if there isn't much information on these early applications.
