I missed the beginning of this thread too. New York State keeps tight
control of the Birth/Marriage/Death indexes and will not let them be
transcribed. There are several places other than the NYS Archives where
they may be viewed, however, including the Rochester Central Library.
Of course, that doesn't help Lin in England.

I missed the beginning of this thread, but I can answer this first
question:

Anyone can visit the Heritage Quest website -- here's the URL

http://www.heritagequest.com/

You don't have to be a member to order things from them, but they do
give discounts to members. You can either borrow or buy microfilms and
many other items also.

Now I have a question for you, Bob!

Have you found a place where one can access the New York State
Birth/Marriage/Death Indexes??? either online or on CD or on microfilm?
I sincerely hope so, but when I last spoke to them, which was in
December 2002, the only way was still to go in person to the New York
State Archives, on the third floor of the New York State Museum building
in Albany. You don't have to have a card to do that or an appointment,
but you do have to sign in.

It is a bit expensive for me to go in person, as I live in England!

There are so many ways to access census microfilm that I won't name them
here, but I don't know of ANY that requires a "card", unless you are
buying microfilms and need to use your credit card. :-)
