Ok, Ive been sent the cd for the 1930 QUEENS & RICHMOND enumeration districts.
Since Bklyn was done I was asked if I would like to tackle the above.
It's the ONE-STEP method from Steve Morse's site.

There are 595 pages of M1931..

The positive side is that the people who typed M1931 for
Queens did us a BIG favor. Most M1931 cities have the ED #s in the right
column in one continuous column....no breaks. Queens however has a line
break after each street's ED or Eds. Without the line break one would have
to compare the left and right columns (we ignore the center column) and keep
the alignment. With the line breaks, one could type in the street names in
the left column (sequentially) with a blank line between names...then go
back to the right column and enter the ED #s in those blank lines without
worrying that the alignment was off. That should speed up the transcription
dramatically.>>
