People moved frequently in those days...to get 6 months free rent and a new paint job. It's sometimes hard to pin them down.

One could look with a map at the 1900 boundaries of Manhattan Census districts at:
http://content.ancestry.com/Browse/list.aspx?dbid=7602&path=New+York.New+York.Manhattan
until you find one that encloses your address.

Your address should (on a current map) be on a block that has 3rd Ave, 20th E, 2nd Ave, 19th E....IF it's 233 3rd Ave.

There is a set of maps that the LDS has that shows EDs for 1900 for NYC....and luckily the image that has this block is relatively clear and shows ED 434. You can check the boundaries on the link above.
