Hi Linda -- I did some preliminary checking at both Ancestry and Godfrey.org
(which uses the ProQuest head-of-household index). You are correct, at
Ancestry there seems to be an indexing error (I always figure that if they
appear in the index, they must be SOMEWHERE in the census). Anyway, I
checked a few pages in front and back of the Ancestry indexed page and found
no listing for Charles Young, age 2. You could check the entire ED (about 10
pages), just to rule out a page error. However, from my search of
head-of-household at Godfrey, the chances are reduced you will not find him
in ED 67 because there are NO Young family heads-of-household in that ED
(and your subject seems is indexed as someone's son. Of course, there's
always the chance he is under a different head-of-household name (unlikely
at age 2, but a chance).

Assuming the ED is wrong, I checked some of the Young families in Albany
with different ED's -- both Young families with children around the same age
and head-of-household Young families. I didn't check them all, but did check
a fair number. You might want to extend that process UNLESS you know the
names of other family members on which we can search. Do you know names of
siblings? Or parents?

All that said, you might do better with the 1900 US Census soundex card
index, available on microfilm at Family History Centers. You do not need the
soundex feature so much as the alternate-compiled-index feature. Or you
could try www.raogk.org or the Albany County USGenWeb site to see if you can
find a look-up volunteer for Albany County for the 1900 US census soundex on
microfilm.
