If 1900 is acceptable, check the Federal Census.
If 1905 is acceptable, check the NY State Census.

If 1903 is required, you can find registered voters by consulting the 1903 volume of :

NEW YORK (City). Elections Board. List of Enrolled Voters. New York: Board of Elections of the City of New York, 1899-19__. __ vols. Arranged by borough, thereunder by Assembly District, Election District, and surname of voter (in rough alphabetical order), yielding his first name, address and political party. Women in New York State did not vote prior to 1917.

The New York Public Library shelved the above series at : +SYA + , but this may have changed, especially if microfilmed.

Another series was cataloged as : NEW YORK (City). City Record Office. City Record Supplement, Registry of Voters.

To the best of my knowledge, there was no criss-cross directory of Manhattan in that time period. If a researcher were willing to go through millions of names in a city directory of Manhattan, he could search for a certain address.

I have no knowledge of any address index to births in Manhattan that may have been compiled by the NYC Dept. of Health. If anyone knows about that, please post a response below.
