Never mind, I found the site I was looking for...ironically on a post that I had answered. Someone else offered additional info on locating an old photo.

If you are interested, the post was "Seeking Old Photo 9th Ave" and the website was http://www.laguardiawagnerarchive.lagcc.cuny.edu/defaultb.htm. (Sorry - I don't know how to copy these links so that you can click on them and go directly to the site.) Anyway, the site offers a few places to check for old photos of city buildings.
