The street name changes section of Steve Morse's website is a major project of mine. On it I've brought together links to such resources on the Internet, and tables I and my volunteers have produced for major cities. The URL is http://www.stevemorse.org/census/changes.html

If you go to that site, and choose the New York City link, it will lead you to several further links. The project you cite is actually a New York Housing Authority database of photos and is shown on that page with that terminology.

Each of the New York boroughs also has their own separate listing on the website.
