1) Was Rosine unmarried at the time she immigrated (i.e., was WANNENWETSCH her maiden name or married surname)? If she was unmarried at the time of immigration, it seems reasonable that by 1860 she may have married and be enumerated in the federal census under a different surname. Also, as you may know, Germans often had several given names.

2) Did Rosine immigrate with other family members?

The 1860 census index yields only the following matches for individuals with surname WAN*TSCH (where * = zero or any number of characters) and born outside the US:
