From my research, I have found that Census records may be
the least reliable, as the census takers often were working within
the experience they knew and sometimes neighbors even
gave the information.

By any chance have you looked through the 1915 or 1925
State census?

In the 1930 US Census, Eugene and Laura are living in
Avoca, Steuben Co., NY.

Fairbrother, Eugene L., 73, married first when 27 years, born in
NY, Father and Mother born in Pennsylvania
, Laura A., 70. married first when 23, born in NY,
Arnold, Clara B., sister, 74, widowed, married first when 23, born in NY,
parents both born in NY

I would say that the person in the 1920 census and the Eugene
Fairbrother listed above are the same person.
