Remember that at the time (1800s) any court could handle immigrations. You
didn't even had to submit first papers and obtain final citizenship from the
same court. So if you don't find your ancestor in the Westchester Co.
records, you may want to check out NYC records at the National Archives.
You can do so at any of the regional NARA centers or get the film from a
FHC.

My gggrandfather, though a resident of Westchester Co, chose to file his
petition for naturalization in the Common PLeas Court in NYC in 1863.
