Bev,

I'm sorry we don't have the ability to search for a boy with Russian parents
when the surname is unknown.

The 1900 index shows over 3,300 people in Ohio that were born in Russia.

The 1910 index shows over 21,000, the 1920 index shows almost 32,000
Russians and the 1930 index is showing over 18,000 Russians living in Ohio.

Since children aren't listed in the index, it would be impossible to find him
without knowing the parent's name.
