There were Irishmen and women who came as early as 1836 and
lived East of Public Square. They came with the ability to
purchase property and some became politicians/businessmen, etc.
Newburgh was a healthy area to raise families, high above the
river and in the late 1800s, many prominent Scots, Irish and English
lived there.

But I didn't find the name Winters in the early Alien Docket
book I. (They haven't all been indexed for the computer, though.)
