I have a copy of that newsletter. The newsletters did not contain genealogical
information then. The Report, volume 9, goes back to the year 1969 and it was
like a little newspaper of 4 pages each issue. There is no page 21. I've
looked
through the issues and find nothing.

I suspect there is a problem with your reference.
