I thought this might help some of you if you ever come up against this
problem:

I have been working on helping my sister-in-law find her mother's birth
certificate. She said she never had one. She does have a Social Security
card because she had to have two people go with her to verify they knew who
she was and knew of her birth. We went to New Castle, PA (she was born in
PA) and we paid $4.00 to have them search Butler County (I think that is the
county, could be wrong). They told us it would be $25.00 to do a double
search. We were told to come back in one hour. You must be there no later
than 3:00. They gave us a Cerified copy with the raised seal that stated
"no record of birth." We then ask if they could check Allegheny County (we
were told it was New Castle or Pittsburg). She said that would be another
$4.00. If we had ask for both to be checked at the same time, it would have
been $25.00. We were not there in enough time to wait for the results that
day. They checked it the next day which was Thursday and sent the results
out on Friday. If we had done this all by mail, it would habe taken four to
six weeks to get a reply. The second result came back to my sister-in-law
in less than a week.
We were told that we had to have two "no record of birth" certificates and
one other form of identification (Christening Record or Baptismal Record,
etc. When we have all that information, her mother must sign a form
requesting a "Delayed Certificate of Birth." This all must be submitted
together to the state of Pennsylvania with $7.00 and she will then receive
her "Delayed Certificate of Birth." Her mother was born at home and the
midwife did not take of the birth certificate. We did receive the second
"no record of birth" and are now in the process of submitting the
information to the state.
