I looked in the Centennial History of Belmont Co and found a few entries
for the name John Wiley, included below. However, I have quite a few
family wills that contain seals, and these men were not employees of the
court.....seals were used by all manner of gentlemen, for adding
authenticity to their signatures.

The family of Wm. Latimer, 1805, "came with John Wiley, from Pennsylvania,
and settled on adjoining sections of land in Belmont County, on what is now
known as the Colerain Pike. One son of Mr. Latimer named William was killed
in the War of 1812."
In 1830-31 John was an assoc, Judge of the Common Pleas court, but
replaced by another in 1832.
A John M. Wiley served as one of the trustees of the Methodist Episcopal
Church, organized in Centerville....(the original was established in 1819,
but John was part of the church when it built its new structure (date not
given).
The following URL contains the roster of a Capt. John Wiley in the War
of 1812, although it says that the county of origin is unknown. If you
could document that at least some of these men were from Belmont, I'd think
that would tie the name to your Belmont ancestor.
