I'm not sure which petition you are asking about. Benjamin Wallingford
is
in
the one from the inhabitants of Washington, and the first of three, from
the
inhabitants of Limestone. However, I think this is not Benjamin
Wallingford
III, but Benjamin Wallingford, who moved to Ohio.

The settlers of Washington were not long creating this first town in
Mason
county. On the 22nd day of August, 1786, the citizen law makers of the
settlement addressed the following to The Honourable The Speaker and
Gentlemen fo the House of Delegates, General Assembly of Virginia: The
petition of sundry inhabitants of the county of Bourbon humbly sheweth,
that
the most of them are settled in a new Village called Washington in the
settlement of Limestone in the county aforesaid, when there are Upwards
of
Seven hundred Acres of Land laid off for in and out lots for the use of
sd
Village, and where there are now settled upwards of Fifty families among
whom
are Mechanicks of divers kinds, and the prospect of a rapid development
being
made to the advantage of the Village and County. The sd Village is also
judged to be situated in the most central and convenient place to the
adjacent County, and that it would be the most proper place for erecting
publick buildings for the use of a county as soon as one is laid off.
We
therefore humbly pray that your honourable House will establish the sd
Village into a town by the name of Washington and your petitioners as in
duty
bound will ever pray etc.
