Need help - again.

I have:

Jesse Moore b 1807 KY.
m 1824 Clinton CO. to Phebe Pearson d/o Isaac/Martha Whitley Pearson
d after 1860 - probably Clinton CO. OH

Permission to marry was given by Jesse's mother, Sarah, witnessed by a
Silas Moore Permission to marry for Phebe was given by her father, Isaac.

I have been told that if Jesse's father had been living he would have
been the one to give permission.

Now, there is a Jesse Moore b 1767 N.C. living with Jesse/Phebe shown in
the 1850 Ohio
Clinton CO. Census. I would like to believe this to be the father but
still have nagging doubt because of mother giving permission to marry

Have not been able to trace Sarah or Silas

Can anyone give me input or guidance on this?
