The 1870 County Outline map shows the following:

E. Liverpool Twp – TWP5, RANGE 1
St Clair Twp – TWP6, RANGE 1
Middleton Twp – TWP7, RANGE 1
Unity Twp – Twp 8, Range 1
Yellow Creek Twp – Twp 11, Range 2
Madison Twp – Twp 10, Range 2
Elk Run Twp – Twp 11, Range 2
Fairfield Twp – Twp 12, Range 2
Washington Twp – Twp 12, Range 3
Wayne Twp – Twp 13, Range 3
Centre Twp – Twp 14, Range 3
Salem Twp – Twp 15, Range 3
Franklin Twp – Twp 14, Range 4
Hanover Twp – Twp 15, Range 4
Butler Twp – Twp 16, Range 4
West Twp – Twp 16, Range 5
Knox Twp – Twp 17, Range 5

I'm not sure why Yellow Creek, Washington, Franklin and West are numbered as
they are (repeating township numbers and omitting twp 9), but it may be
because the county includes parts of 2 different surveys, the original
Congress Lands and the Seven Ranges. I do know that Fairfield is really Twp
12 and Salem is Twp 15 as I have my family's land records from each.
