Thank you so very much. To answer your question to:
"(I'm confused about why Darke County OH is being discussed here. Have you been to its website?)-- Judith"
Yes, I did get the reference to Darke County, O. from the Ohio State Geological people but the Columbiana (Columbine) County Ohio have shown me their suggested ref. that the location in 1870 of T 11 R 2E is THEIR territory.
I have not seen on the web site a legal description of the Darke County either in the period of 1870 or the modern description of this land site. Have I answered the thrust of your question?
Page 5 of this historical site is maybe falsely interpreted by me to have different range numbers than exist today in identifying Ranges and Townships?
Web site [OHIO COUNTY INFO; OHIO LANDS-A Short History] at
http://www.rootsweb.com/~ohfrankl/land/oh12.html page 5.
I would be very interested in what you have suggested and what you think of this regrettable misunderstanding that has caused some disagreeable and hurt feelings on the Columbiana Co. O. wet site despite the my trying to untangle this descriptive legal procedure. Maybe, as you suggest, further reading will help. Thank you. Lloyd

Lloyd:
The answers to your questions are on-line at a site maintained by the State of Ohio. In particular, the state has "published" a book titled "Along the Ohio Trail," which can be downloaded (for free) and read with Adobe Acrobat Reader (which can also be downloaded for free, if you don't already have it).
1. Go to www.auditor.state.oh.us
2. Click on Publications -- in the top banner
3. Click on Along the Ohio Trail -- at the bottom of the small box on the left margin.
4. Click on what you want to download. I recommend the whole book, but at least get the chapter identified as Seven Ranges.
These Range/Township/Section identifiers have NOT changed since they were established, but some county boundaries have. The townships are now referenced by name rather than (just) number. Some people may not know (about) the number.
In the First Seven Ranges, townships are numbered northward from the Ohio River. The equator is not a reference point for this R/T/S system, but rather only for measuring latitude (which is not important in this context).
Ranges are roughly 6 miles wide and are numbered west from the OH/PA state line. Range 2 is therefore no more than about 12 miles west of that (implied, vertical) line.
(I'm confused about why Darke County OH is being discussed here. Have you been to its website?)
Good luck!
