This may not help establish his birthplace in Ireland, but you might find
out a lot of information about your relative by contacting the City Council
Archives (this is different from the Cuyahoga Co. Archives). I did this a
couple of years ago and the archivist sent me a lot of information about the
brother of my grgrgrandfather who served on the City Council in the 1860s
and 1870s. He was a bit slow in responding -- in fact, I found that I had
to prod him a bit with a couple of phonecalls. After I found out the dates
when he was on the council, I was able to read newspapers from around those
dates to learn more about him. I was also able to find several obituaries
in the various papers that covered Cleveland at that time. There was even
an obit in a Catholic newspaper (can't remember name, but check the Ohio
Historical Society list of newspapers for that time period)

I'm sorry I don't have the address, phone number or email address of the
Council Archives handy, but I'm sure someone else might be able to help you.
They sent me portions of minutes, copies of ordinances he had introduced,
etc. Even a copy of his signature on a proclamation following the
assassination of President Lincoln.
