The price change for birth and death records in Ohio applies only to the
"modern" certificates (beginning December 1908) at the local and state
health departments. The early birth and death records (1867-1908) can still
be obtained as a plain, uncertified copy.
All repositories in Ohio should allow you to see the record and transcribe
them. However, if it is in a local or state health department, you cannot
make an uncertified copy.
