Below is a web site at which forms may be ordered from the National Archives.
Forms may be ordered for Pre-WWI service & pension records, Census records,
etc. The order is acknowledged by email and the forms are sent by postal
mail. I received a set of forms after 4 days.

This site also has free lookups of Census records when you are looking
for a specific person in a known county. Only one lookup at a time. My
first query garnered the response that it may take up to 5 days to find my
info.
