Back that long ago, some states/counties still weren't requiring births
and deaths be reported. Even in those areas where recording was
required, a lot of the people continued to be very "casual" about doing
it. Remember a huge number of children were still being born at home
without doctors or even midwives in attendance, and people were dying
at home, too. It's not at all unusual that you can't find these
records; it would probably be more unusual if you could! Both Gallia
County and Mason County, WV were also very rural, so that reduces the
likelihood of accurate vital records even more until much more
recently. Heck, my father in law's birth in 1909 didn't get recorded
in Scioto County, and even my sister in law had to get a delayed
record. She was born in 1941!
